Because even if he had heroic intentions, not only did he temper with a crime scene, he also illegally broke into and burglarize a government building, and inadvertently killed at least three officers, and injured countless more. But more than likely he was just a killer using a hero costume; if anything, either he'd ignore it or try to counter attack with his own propaganda.
