Egocentric views often need to be made clear to others.
In other words, YOU may not consider them members of SEES since they're not "official" but the rest of us don't know that. I was pretty sure they were recruited the second they were transferred to Gekokan. The ability to summon a persona is the basis for recruiting member of SEES, and we all have that ability. Some of us just haven't done it yet--haven't "awakened." THAT'S the distinction.
Not trying to nitpick or argue, just saying so because some of us weren't on the same page. Hell, I wouldn't have thought Itsuki would hear Tak, but I might have guessed Leo and the other newbies could hear him cuz they technically just joined SEES even though they haven't awakened yet.
