Dolls can't act in the world without an anchor, and if their Master is killed, they die. There are ways to sever a Doll and a Doll Master without either dying, but the Doll is forced back to where they came from.

Edit: I would like some more information on what kind of gas he can use and how he makes them, as well as how much exposure is required for it to be lethal.
