This takes place in an alternate reality. Instead of humans we have have anthropomorphic people. The history of this world is similar to that of the human world,but the system has all ready broken down. Disease, famine, and war have broken out across the land especially in the Fuzzy States. Many quickly learn that you are better off in groups than on your own, and form clans. The wolves especially have taken to this notion, but even the packs are beginning to die off, and let out the last howls to a sick world.
