As an agent, Rastun is no stranger to the sometimes harsh necessities for timeline stability. But he never willingly abducts civilians as a means to an end if he can help it. Nor does he blast the first city he comes into, even if that city is permeated with stupidity. How does a city have such a low population and also have its camels outnumber the actual people more than twice over? Nonsensical as the place is, Rastun doesn't want to inflict harm on its citizens. 

"How about we do neither? I can just scout ahead and investigate deeper. Surely their sensors can't detect me with the cloaking device you've installed. I'll start with looking into their military. In my experience, it's often the military being used by an outside power."
