Her Schizophrenia kind of messes with her and prevents her from being OP. Luciana/Luci are always battling for control of the other. 

And yes, it's such a sausage fest in this prison :P

I only added the necklace as a way to keep 'Luci' at bay. It is also malfunctioning as the bracelets are, hence the "same technology" reference. I could cut it out and just make it so that the guards actually have to dose her.

Edit: OH! As for her killing those with super powers, or suspected of having super powers, she's kind of a villain killer. (My brother called me the Dexter of Super Humans) I wanted to leave it vague but, there is a method to her madness.
