It would be pointless for people to be crowding up at shrines to pray for the small effects you can currently achieve through prayer, maybe once your god grows in power and bigger effects are unlocked more open means of praying will be unlocked as well. Also don't think in terms of PP anymore, it over-complicates things, I'm throwing it out, I never wanted to do that in the first place but fell into it as certain players tried to figure out the math behind prayer. When constructing, if you want to build in a certain style, just say so.
