Yeah, but the Order has enough in numbers that they can hold the cities. In spite of their meddling, the Radiant path probably doesn't have too much trouble avoiding them, as the Order relied on word of mouth and torture drawn confessions more than anything. That's how the true heretics have avoided detection so long, most are bright enough not to tattle on one another. Very few of the heretics the order kills actually worship the Princes of Ruin. They had a much easier time getting rid of magic users as they were more ovvious, but getting rid of the worship of the princes of ruin is nigh impossible (As shown by the Radiant Paths existence, the Stone Charm market etc) because they have trouble finding the actual heretics. Once they do find them though, it can get very bloody...
