Energy and Water Manipulation

[u]Energy manipulation:[/u] Hector can control how much energy an object contains. This is not kinetic but just energy, lame man's terms: Heat manipulation. He can conger up a ball of energy hotter than fire but it is not manifest as a flame, but in stead a glowing orb. He can also do the opposite and take energy making something or someone cold or freeze.
[u]Water manipulation:[/u]Just that, the ability to manipulate any water content.
