Uh, alright, taking the ring moving as a 'charge' (meaning you can't attack the same turn you moved the ring), I don't really see any problem with it. I'm a bit iffy with the engine as when it's active I'm pretty sure it would turn him to a low-High tier with....120 ton lift (assuming this is max lift) and....720 mph movement speed.
....Eh, General Freedom's Intermediate, no problem then.
