I'd like to think it is an isolated phenomenon only around small towns and lands like the Valley. The Goddess would probably appear in lands where people believe in her, meanwhile Witches are just things that happen. Some people are born with strange magical powers and are then shunned by humans, leading to most of them becoming hermits.
