Shikaru is the official word, but since he's offline I'll do my best. SOLDIER is some sort of acronym for the law enforcement agency/government. In the last thread, Magnus lead a revolt to destroy it, but ex-SOLDIER members and branches of it still operate in secret, trying to bring Magnus down and restore order. There's a lot of belief that vampires should be eliminated from the world, because of guys like Magnus.
