they supposedly revive as ghosts... There aren't even bones left or anything left of the dwemer if I'm correct so it's likely that the most a necromancer could do is some seance shit to talk to them. 

What I think would be interesting as hell is the Falmer. Because the Falmer all STILL live in Dwemer ruins/cities, imagine if the snow elves after another 200+ years became the new Dwemer and continued the Dwemer experiments while keeping (or going back to) their old religious heritage... Tis would be scary as hell.
