Well, it's safe to say that the Falmers won't figure out how most machinery work anytime soon in the Dragonborn timeline since they're mostly still animal like in their behavior. 
But given time (possibly hundreds if not thousand years), I think it's not a stretch to think that they might slowly recover their intelligence. 

Still, from what I know of the Falmers' history and how they came to be, I'll just say that it definitely added to my dislike of Dwemer. :what
