As far as I can recall, anything that's not Amplesh or Elslen. Also, region 11 is among the regions you can play, even though it's not listed as NPC yet.

EDIT: By the way, I'm waiting to post until 1-2 more posts from someone else appear. I've been aiming for a "once daily" scheme though, so I'll post again by tonight at the very latest.
