Also, Luck checks have never really been explained all that well in canon, so the way I'm doing this is that d20 represents a maximum value of 200 (A+++) and whatever rank your luck is, that's how many "safe" numbers there are for you to roll) (E = 1, D = 1-2, C = 1-3 etc.). If anyone else has any better ideas on how to implement this, I'm open to suggestions.

I was thinking as followed.
E: 1-2, D: 1-4, C: 1-6, B: 1-8, and A: 1-10. EX ranks are irregular and can be ranked depending on the source of said rank.
With this range, those with high ranking Luck will have only a 50% chance to survive the worst of things, since such a high number should be more tangible in certain situations. Also it should be kept note that the range should increase more, or the check should be lowered when the effect is of a lower rank.

Modifiers doubled stats? I'm fairly certain that in Fate, modifiers call for situational boosts, and are treated as a Rank-Up, and not an x2, in most cases. Then again, I'm not sure how modifiers are treated here.
