A noble phantasm that represents a culmination of her life as a poisoner of the roman empire and the effectiveness at which she did it with unnatural beauty, A large flower bud is spawned, it is around the size of a car horizontally when not in bloom though is quite tall, upon blooming it becomes very noticeable from above due to the stark colouration it then begins quickly spawning a large amount of airborne toxin (the effects varying depending on if it was treated with different toxins as a bud) that when inhaled (unless altered) causes heavy paralysis in servants, masters and humans alike. Continued inhalation leads to organ failure and death (The only exception to the dying part are servants as theor biology offers some resistance, this does not count however if the toxin is altered, They will then also Suffer the effects if the altered poison is strong enough.). The toxin has a short period of activeness in terms of the air and will quickly disappear after around 10 minutes. The initial source flower also wilts rapidly in the few seconds after blooming, leaving no trace of the activation of the ability, besides the dead corpses.
This skill is a double edged sword as it does not deviate from friend or foe (She herself however is completely immune to all forms of poison so it does not effect her). Though she is capable of rapidly curing those afflicted by it it.

A bounded field that recreates Locusta's ideal world, a world full of poisons for her to indulge and use in her murderous methods on the masses, This world is situated on top of the world, so the foliage and fauna produced by this noble phantasm are still within the shape of the environment. escape from the world of poisonous torment is difficult due to even the very air being a slow acting poison that slows down even the fastest servant. This slow acting poison causes death in around 5 minutes of constant exposure (15 if a servant). Locusta can also control who is affected by this field so it becomes an extremely potent way of locking down and killing opponents.
Secondly, Locusta's Presence concealment goes way up in rank, to the point where she becomes effectively invisible among the foliage and is capable of enacting a perfect surprise attack in order to poison or maim an individual so more toxin gets into their blood stream.
Finally, This bounded field can be sustained for up to 20 minutes, Its only prerequisites for casting is that the master has enough mana and she is given a few minutes to prepare to create the field, however once up it is capable of encompasses a lot of space in terms of city blocks. Dispelling the NP removes all traces of the plant and animal life. However buildings that have been cracked or damaged due other overgrowth are still damaged, making this NP a huge announcement of her presence.
Other: Her hand weapon of choice is a common farmers hand sickle, used for harvest crops... and in this case lives
It may go without saying but she is capable of using poisons from the age of the gods. So don't think a servants enhanced biology is going to help them.

Any masters who aren't directly powerful who get stuck in it are even worse off. But Noble phantasms are meant to be power so once again I'll leave turbo to this one.

It's not that different from Jack's Mist, so it should be fine. Might be prudent to add something about how magi can use the principles of Resistance to last marginally longer inside the poison compared to normal people, but otherwise I don't see much of a problem with it. Servants wouldn't have much of a problem escaping from buildings anyway, given most of them can punch down walls with their bare hands.

Locusta probably has the highest body count even compared to Hassan, but it's stiff competition all around...

Well lets put it this way, Semiramis is too busy mastering two arts. (dual class) so shes only pioneered the art. The woman made of poison doesn't put much effort into poisoning people. More of a ninja assassin girl really. And Locusta? Well she came out of nowhere to the roman empire and said fuck it, Lets poison everyone AND BE PAYED FOR IT. Seriously everyone knew she was a killer and she was allowed into the courts. So the best poisoner is the one that basically got to do it in plain sight.

It's a PvE RP, I doubt there will be any problems. Regardless, I'll touch up both sheets and add them to the character tab.
I've seen that there has been an issue regarding youger Servants, so I'd like to point out that the "cap" for Servant Eligibility seems to be if they were born before the 1900s, since we still have some canon Heroic Spirits who were born before then, but were made famous of their deeds during this timeframe.
Of course, I'm not the GM, so it's not for me to officially decide.

1900 is about the official "cap", yes, however, Servants younger than 300 years are usually not worth bothering with, minus a few exceptions. They certainly would not be high on the list of catalysts Lord "Professor" Arieh Ayondale would be seeking, to be sure.
I believe that it's not an issue of timeline, it's an issue of narrative coherence. You don't bring the Clock Tower upper echelons to watch someone like Eric Bloodaxe fight Marie Antoinette; you bring them to watch people like Achilles duke it out with King Arthur.
