Like with how you were saying about paralysis and sleep, will Poison also have an altered effect by lowering Smergle's future rolls, or is Poison Powder just an attacking move for the purposes of this RP?

With all of their bouncing from place to place they'll shortly forget all about their Pokédex, in favor of taking it all in. Hopefully we'll be able to battle soon though! ...If I can ever escape this battle that is! Who'd know a move-less Smergle could draw out a fight this much?

Yes, effect moves are just attacking moves for the sake of this RP. ALL moves are created equally within RP battles. The only things that matters is the move's type.

This Smeargle has been around the block. It knows about typing. It's not going to copy a move that will turn around and be weak against its opponent. Though, you are beating it slowly.
