Argus is pretty much just improvising in an attempt to prevent Richard and Amaya from getting themselves killed and salvage this trainwreck of an operation. He doesn't know for sure if her powers have that much range, so he's taking a gamble and hoping for the best.

The exact size of the tunnel has also never really been properly defined, so I was going off of best guesses and the time I went on an underground city tour in Seattle where we went through some of the older sewers.

@LightningMaidenwater ability does not mean you can create ice or steam even though the are made of water. Yes she can manipulate the the temperature of the water but nothing more. Once it changes she can't control it

EDIT: In reference to the PMs I sent you, these kinds of things (Amaya's water magic and Mason's size/strength limits) are pretty much EXACTLY why I prefer to make sure I'm on the same page as the GM in regards to what kind of powers my character has.

The chains stay but Richard is currently overexerting himself and after discharging the spell will pass-out due to exhaustion.

I would say they exist. Where or not they are carried by the agents would be up the the agent. I don't think everyone would have them.

@KatherinWinter So pretty much situational for the people who they're useful for. Argus has no reason to carry them for the same reason other agents don't carry around charcoal, rocket fuel, and lighter fluid; they can't drink chemical fuels to heal themselves and he can't recover his mana with a potion.
