I'd say go with Kazakhstan or France. Kazakhstan is quite a big country yet it hasn't been explored much and as far as I know, it isn't communist, so you can build up some sweet canon for yourself. France still has a few colonies floating about and probably back to it's old, second-rate power.

I have no clue how to handle that, while Serbia is going to end up with a bigger military then is typical of a country of its size because of its autocratic ideals I don't see see how its going to hold out against what I am pretty sure is considered to be one of there powers of this world.
