No Tyber is just a ruthless son of a bitch. Carson doesn't like it but he doesn't much of a choice in the matter. Why not smuggle the bombs into the building itself then? Because if they are discovered then the whole plan goes to hell when one person can just sync the whole thing together. Plus as a fail safe Rose could have just gunned them all down in case the bombs failed. Tyber wins one way or another. They lose one person when they could avoid a full on fire fight. Now he starts an actual gun fight around the entire island at choke points when ORB officials are least expecting it. Sendo and Ace were simply at the wrong place at the wrong time the RPG trooper simply saw a possible hostile and eliminated it. Sendo isn't dead, he's a tough son of a bitch, but he's not going to be of much if any help if he doesn't get medical assistance fast. Ginns are just an additional distraction to Tyber ORB's suits are the targets not the ORB Union itself. The G-Project suits are more important than a handful of soldiers.
