I'm sorry, but I don't completely understand what you mean by relationship with the Imperial occupation. He is on their side if that is what you are asking, and I'm sure I mentioned it in there.

Some of the things I'm asking: Is Ab'Farahn fully in line with Cyrodiil? Does he sympathize with the rebellion? What does he gain from cooperating with the Imperials? Is he superior or inferior in rank compared to the Imperial governor?

Uh... Its the Cyrodiilic Empire...? As far as I am aware it has no fanatical super soldiers with bolt guns at least...

The Imperial Legions owe a lot of the way they work with the Roman Legions, I'm assuming Post-Marian Legions to be exact. Legions in battle formations were often packed nice and close to make full use of shield-walls, so they would definitely be hearing it, and if they couldn't, the order would be carried along on the line of commanders assigned to each cohort and contubernium.

There are described to be inns, manors and villages in Valenwood in some of the lore-books found in-game.

They don't build structures like the Imperials do, they don't rely on wood in their buildings, plus since Valenwood is ally of Morrowind, it is expected that Dark Elves would respect and comply with the Bosmer's culture.

The Fourth Aldmeri Dominion

History:


4E 201:
Prince Aelid of Summerset is in Exile, after his brother assassinated their father and took the throne. Banishing the young prince, he was a rouge who traveled from Valenwood to Cyrodiil, then to Skyrim in time to witness some of the Breton Dragonborns gifts.

Fleeing to Hammerfell, he eventually returned home with a loyal group of followers. These loyalists he gathered while in Exile would serve as his top generals in his new order.

4E 202:
Aelid and Naarin

Prince Aelid returned home to find King Naarin, his brother, attempting to minimize Thalmor power, attempting to secretly ally himself with the Empire through economic and diplomatic means. Both the Thalmor and local Merchants both flocked to Prince Aelid’s side, as well as the ragtag army and fleet he brought. It was during this time he mastered the new Aldmeri ‘Twin Blade’ fighting technique.

4E 203: The following rebellion was swift and brutal, but Prince Aelid successfully brought Justice to his brother. A new upper class was established of Merchants, Thalmor, and powerful Arch Mages. This new ‘Royal Class’ brought friction with their constant conflict with some of Aelid’s entourage, as most of them were not Elves.
Still, this Royal Class brought great wealth and prosperity and after such difficult times, and even began the reconstruction of the Crystal Tower.

4E 204: King Aelid proclaims the founding of the Fourth Aldmeri Dominion, and marries a High Thalmor Official named Lilitha. She is proclaimed High Magistrate and oversees his High Council, handling littler affairs.

With his time freed, Aelid founds three specific and important organizations to his new Dominion.

-The Arcane Society: Taking up occupancies in the lower three completed levels of the Crystal Tower, these Wizards and Warlocks provide much needed magical research to the Thalmor and by extension, to the Dominion. Though the Battle-Mages the Society produces are few in number, they are fierce.

-The Renshi: Lead to the anger of the Thalmor by General Walden, a loyal Imperial man, this battalion of elite and specially trained soldiers are masters of the Twin Blade fighting technique, consisting of a one handed sword and a dagger. This Battalion covers everything from assassinations, reconnaissance, special operations, subterfuge, and more.

-The Order of the Eight: This Elven only caste of warrior-priests is one of the highest honors given in Summerset, and as such, the requirements are extreme. Only eight of this Order may exist at any one time, and they swear their lives to defending the King of the Dominion. They are considered near Holy Crusaders, and are lead by one of Aelid’s most trusted friends, a Bosmer named Dobin.

4E 205: The Crystal Tower continues it’s reconstruction. King Aelid is blessed with a son he names Mithlas. The Thalmor now turn their attention to the world, and realize after the failure in Elsweyr that Valenwood would be next if action was not took soon. Despite constant pressures to the King, he instead chooses to bolster his strength and forces.

He prepared a Altmeri Naval Fleet, and with help from the Arcane Society, enchanted the ships allowing them to travel from High Rock to Blackmarsh without stop. Next, King Aelid would organize the survivors he brought with him from mainland Tamiriel into one specific unit; called The Men of Mer. These forces though disdained by the Thalmor, were usually sent on suicide missions for the Dominion.

Dominion Naval Fleet: A fleet of 300 Enchanted Ships, it is manned by professional sailors, and financed by the Merchants of the area. It is captained by Lord Admiral Talinus, a stern and serious Altmer who also is a hard believer in the superiority of their species. He is respected and feared by his crew, and raised up the ranks during the Civil War when Aelid returned. Strangely enough, the Lord Admiral fought against Aelid, but his strong conviction to his people saved his life.

The Renshi: A mix raced unit (to the anger of the Thalmor) of one thousand soldiers, all specialized in Aldmeri Twin Blade fighting. Lead by a Imperial named General Walden, they are the special forces of the Dominion.

Arcane Battle-Mages: A elite group of Altmer only Mages, they are usually experts in Destruction magic and wreak havoc on the battlefield. They number only 150, though their formidably and mastery over the arcane leaves them hard to defeat.

The Men of Mer: A Battalion of strictly Non-Elves, this is for loyalists to the Dominion who are not fit to serve among the Altmer. They number some 1,500 currently, and consist mostly of Imperials, Nords, and Redguard, as those were the provinces of Man Aelid traveled through. They are lead by Jark Wolfsbane

Order of the Eight: A Elven only caste of Warrior-Priests, they number only eight and swear to protect the King of the Dominion. They are lead by King Aelid’s close personal Bosmer friend, Dobin.

Thalmor Forces: These are troops the Thalmor in specific have raised, trained, and equipped. Though they find themselves constantly fighting next to Dominion troops, it is important to draw the distinction that the Dominion does not actually command or have authority over these troops. The Thalmor do. They number near 50,000.

Dominion Loyalists: These are troops who serve the Aldmeri Dominion and are commanded by King Aelid, they number roughly 20,000.

Merchant Mercenaries: The Royal Class has a fair number of Merchants and Traders, all of whom more or less have bound together to form a Economic Union on the Isles. They have brought vast wealth and prosperity to the lands, though always seem to wish for something in return. The sell swords they hire number near 5,000 though they would be hard pressed to use these troops for anything other than defense.
Important People

High King Aelid: High King of the Isles and Ruler of the Aldmeri Dominion, Founder of the Aldmeri Twin Blade Technique and Protector of the Elves.

High Queen Lilitha: Queen of the Isles and Master of the Small Council, she deals with the smaller internal affairs in the Dominion, and attempts to deal with the Thalmor in order to free time for her husband.

Prince Mithlas: Only a year or two old and still only a babe, he is Heir to the Aldmeri Dominion and by his birthright he is said to be the bringer of a glorious future for the Altmer.

Lord Protector of the Eight Dobin: A Bosmer that first met Aelid when he fled to Valenwood, he housed the exiled prince and helped him gather a small force of Bosmer before local Thalmor almost caught them. It wasn’t long before Aelid had to flee to Cyrodiil, and Dobin followed.

Lord General Walden: Commander of the Renshi and close personal friend of Aelid, he is racially an Imperial, but shares no love for the Empire. The two met when Aelid and his Bosmer raided a Imperial Prison Camp, freeing those inside. Walden rallied the prisoners to Aelid's side and helped fight off reinforcement Legionaries.

Jark Wolfsbane: A Nord of Skyrim and close friend of Walden during the Stormcloak wars, he is secretly of wolfs blood and uses this in dire situations during combat. He was a Hero to the Stormcloaks, and was disgusted by the Dragonborn’s use of treachery and deceit to gain High King of Skyrim for himself, and a Breton! He soon lead all loyal to him including many of the Companions Guild, in following Prince Aelid after he earned their respect by aiding the Stormcloaks against the Empire greatly during the Battle of Whiterun. Though many Altmer dislike him, especially the Thalmor, he is still a loyal Agent of the Dominion. The Thalmor managed to make him Commander of the Men of Mer, hoping the suicide squad would be quickly wiped out. Yet this desperate team of commandos has seen little failure under this harsh Nord’s command.

High Justicar Aldra of the Thalmor: A woman of extreme seriousness and brutality, she has served her people faithfully through many years of service. She services as a High Officer of the Thalmor and has slain many on their behalf. She served as Advisor in Aelid’s father’s court, his brothers, and now his. She represents the interests of the Thalmor.

Lord Admiral Orthorn – A prestigious and decorated sailor, he has served as Lord Admiral of the Aldmeri Fleet for near twenty years now, and even fought against Aelid when the Prince returned with his rebellion. Yet Orthorn is a loyal man to whomever sits on the Throne, and now gladly serves Aelid. It was judged his expertise made him more valuable alive than dead, and he has retained his position. He is highly respected in Alinor.

Arch-Mage of the Arcane Society Nelron – A elderly and kind Altmer, he has lead the campaign to bring the Society back to its former greatness, as well as rebuild the Crystal Tower. Immensely powerful, it is said that he trained long ago with the Psijiic Order, before leaving them out of a deep seated Nationalism for his people. Despite his decrypt body and slow feet, his mind is still sharp and he radiates power.

Grand Master of the Order of Whispers Kalanar – An Altmer who grew up in Elsweyr as a lad, he learned the trade of sneaking and pickpocketing as needed for survival. Eventually he ran a fairly profitable Skooma Empire in the region, before being taken down by the Empire right before the Great War. He escape the Imperial City and joined up with the Thieves Guild for a short while, before coming into the service of the Rebel Prince Aelid while in Cyrodiil.

Culture

King Aelid still has the Thalmor prominently in his court, and because of their aid and support rebuilding the Isles has been much easier. Though he believes that Mer IS superior to Man, he isn’t nearly as nasty or direct in his insults to other races. His is more of a subtle aura of superiority. Where the Thalmor make sure to tell the other races they are less, Aelid does not, as he does not care for the opinions of lesser beings.

Non-Elves are still treated as second class citizens on the isles, though there has been a marked improvement in their treatment under Aelids rule.

His success in leading them so far has earned him both many allies and enemies on the isles, and the Thalmor seem as potent a ally as enemy. The Merchants seem to care little for sides, only money, and now the time is approaching to attempt to rebuild the failing Dominion he was given.
