Omni-vision/ Jay has the mutant ability to see anywhere in the current existence of Planet Earth.
Sub-Powers:
Multi-Angular viewing/ When Jay views something, he can do so from any angle, not just one from a human perception
Telescopic View/ He can zoom in to the atomic level of objects and beings
Retrospective Sleep System/ When it comes time to sleep, Jay slips into a retro cognitive trance. In the physical world this lasts 5 seconds and then he can sleep, but to him it lasts 24 hours, during which time he is viewing any and all happenings of the previous day. This helps him learn from whatever mistakes were made, he can help solve crimes, ect.
X-Ray Vision- not x-rays in the obvious sense, he can just see beyond any obstructions
Inhuman Occipital Receptors- Due to the amount of overloading stimuli, Jay's eyes are slightly larger than a normal person's, and the irises are multi-colored, they are constantly shifting whenever his power is in use.
Weaknesses-
Jay doesn't understand the concept of boundaries or personal space, and thus will invade another person if the situation deems necessary in his eyes
Also, in order to use said ability he must temporarily shutdown another sense, doing so will shift his personality
When he focuses in on a singular object or being, he will go into a state of tunnel vision, and to return his vision to normal he metaphorically must dig his way back into his own eyes

Bio:
Jay was a regular kid in in good ol suburbia, up until high school when he became aroused by voyuerism, and repeatedly got in trouble because of it. Whether because he was found peeking into the girls room at school, or slinking around and being generally creepy enough at night that the cops would come and arrest him.
During one stint in jail, his parents decided to enact tough love and sent him to a scared straight program. When going through a particularly rough cell block, a guard looked the other way while several inmates began beating into him, and nearly killed him, leaving him hospitalized. It was in his hospital bed that Jay developed his mutation, literally traveling the world without any restrictions, but his eyes were vastly changed and obviously different.
This caused him to be bullied even further, and it got to the point that his father disowned him for being so weak, that Jay began to study anatomy so he could fight back. Unfortunately, when he picked a fight with a well feared bully, who's parents were aware and tolent of mutants, Jay nearly killed the boy, but was stopped by a girl he had been looking at daily with his x-ray vision.
This was the last straw, and his family was evicted because of him. Ashamed, Jay ran away and lived on the streets until coming to Xaviers. Here he was treated vastly different from his old life, but it was hard to shake him of his old habits of voyeurism, and he would constantly get in trouble, which he didn't mind.
