One of the benefits of having many RPs is less boredom. Longing to use a character is why I only have a few. I admit I'm eager to see how he hands Roxy when he is the boss. Usually he is the once causing mischief. I am eager to return the favor.

As for level, you're definitely at least a 2. Sucking the life out of things is kinda strong.

Since I don't have a bio for him I have to judge level on powers and personality alone.

According to a decisiom earlier, currently you're in a power dampening field due to the criminals nearby. As for the extent of the weakening, that's Saare's department.

As for powers, they are currently being dampened by the guards PPDs but once a collar is on they are almost completely turned off, and if one would try to use their power they would become very ill.
