Also know that a 99 is the worst thing you can get on the die (a 99 is essentially a 100) and a 0 is the best (a 0 essentially being 1).

Oh yea, also forgot to mention. Everyone starts off with some money.

Trying to figure out how much, should be different per character depending upon both age and occupation

Welp. So, I did some maths, and turns out, after all taxes and rent and etc., I have 309055.52 Yen to spare. Per month. Take note, though, that I took all American averages, and at the very end, converted it to Yen.
I took income tax, rent for the apartment (I added an extra 500 USD here, just in case), and average month cost for groceries. I can't think of what other things to deduct from my monthly, but that 500 Yen that I picked up ain't much.

Rent = ¥60000
Bills (internet, phone etc) = ¥10000
Maintenance Budget (including food, alcohol, transport and tobacco) = ¥35000

Total Remaining = ¥31245 monthly

... roughly.
