No, Cosmos is on a different planet altogether. He's with the Dark One, and anyone involved with Tiny's plot there.

Toguro is with Micheal, Darkside, Mystery Girl, and Teo. Although that planet's getting wrecked as well.

Keep in mind that Cosmos is most likely more powerful than Toguro is.

Teguro and his group of opponents are currently on a planet separate of Cosmos, and the "Dark One", as Tiny dubs his character. From what I understand, not only did Cosmos destroy the planet they were on, but Teo is currently at two places at once, his attack on Teguro's groin backfired; and also stabbing Cosmos' third eye with the spiked edge of his hammer.

He ultimately seeks the death of every living soul, delighting in sadism, crossing all lines of loyalty and honor to serve his purpose. He believes he is a profit and a priest, and that "Only in death is there truth." Oblivion is the true completion of all meaning. Self-preservation is only imperative until the will of the Omega is complete. Once the entire world has been made devoid of life, and he remains as the last living soul, he intends to suicide on the alter of annihilation. Until then, he flirts with death, driving it mad with a lustful deathwish until the day it will inevitably obliterate him.

Weaknesses: He hates women as they are vassals of the power of creation. Extremely loud noise disturbes his targeting system.

History: Origins unknown. Confirmed to have been involved in or seen at several catastrophic events: attacks on large corporations, government centers, anonymous assassinations of influential political figures, and other terrorism.
