I'm not sure what cash means, but I meant more a room for the participants to discuss the OOC logistics of the RP and iron out some of the details together more quicktime.

Nation Name: The Federation of Attolia
Location on map: (Will add map later, but for now. I'm going to claim the western part of Lera, which is the peninsula-esque part of Lera, and the small island to the north of Lera.)

Race: Elves, Humans, and Dwarfs with a lot of hybrids
Type of Government: Federation with a small, central government that is practically a dynasty.
Faction: Neutral (How Neutral? Switzerland Neutral.)
Ruler: Chairman Lothar Wolff, 37% Human Blood, 14% Dwarf Blood, and 49% Elf Blood
Capital: Attolia
History: The roots of the Federation begins with the mass exodus as Pern I drove out any non-elf, and subdued any other elven houses that stood as a challenge to him. Among some of the refugees, were the first settlers of what would later be called the Federation. These settlers of various races sought refuge and safety far away from the influence of Pern I, and they found safety in the distant lands of Lera where they began to build settlements to live their new lives. The first settlers had to work together if they were to survive in the poor terrain that Lera provided, but this lack of resources wasn't just a harmful threat to the settlers. Rather it was a benefit as well since Pern I saw these lands as worthless and that it would be a waste of time to have anything to do with these refugees.

As time passed, people made due with what little the terrain provided. Due to the overwhelming amount of mountains and infertile prairies, the settlers had to rely one other sources of food rather than farming. Thus, they turned to fishing and herding as their main sources of food with some farming happening in the little amounts of fertile fields that they had in order to supplement their diets. It wasn't an easy life, but it worked and hunger was non-existing in any of the settlements. Each settlement was also very similar in the culture as the various races intermingling to bring forth a mixed conglomerate of tradition, but the most notable thing about these settlers was how they viewed each other as fellow brothers and sisters regardless of their race. However, the political system at this point was quite polarized unlike the culture. Each settlement had effectively turned into a city state that managed influence over their territories. Thus, there was no political unity among the settlers.

That is until civil war struck Galenave. The settlers faced a new wave of refugees. The sentiment among virtually everyone was that they wanted to accept these refugees with open arms since their heritage came from refugees seeking shelter from the conflict and chaos that came from the Kingdom of Norium. However, in all practicality, that desire would be impossible as no city state could support such a sudden growth in population. Thus, chaos came to the settlements as internal arguments rocked the settlements as the morality of the people came in conflict with the reality of the status quo. It was in this chaos that the Council of the city of Attolia stepped in. The city of Attolia, at this point, arguably had a hegemony over the settlements due to its standing as the largest fishing town at the time. However, the city never had the opportunity to solidify their influence and leverage their position until this moment.

Rallying the cities together, the Council devised an interdependent logistics system that would forces the city states to share what it could spare so that as a whole the settlements could accept an influx of people. The plan was very successful and the Council of Attolia became very popular because of it as the people saw the Council as a true, benevolent group that served the people. Using this few found popularity, the Council proposed a plan to unify the city states. The plan was virtually completely supported by the people. Thus, the Federation was born with the Council as the central government. From that point on, the Council went to work. With the new influx of human capital, the so called cities states truly began to look like cities.

In a few decades, the Council led to an age of bounty an prosperity. Not in a monetary sense. Rather the Federation became completely self-sufficient as it had expanded its fishing fleet, created new pastures, and brought safety through the establishment of a central defense force. The Federation has historically only made modest profits from trading since they do not have large access to valuable natural resources. In fact, their main export is surplus food. One of their major sources of income, however, is from taxes from the trading vessels that pass by Federation waters, which is pretty often since its neigh impossible to go from one side of Agra to the other without going into Federation waters. The Federation has been using most of this money to expand their navy because of the fact that the Federation has effectively declared on all pirates due to how important the sea is to the Federation.

In their views on recent events, the Federation decided to try and stay clear from the conflict between the two Leagues since the spear heads of both Leagues seem to have fundamental beliefs that disgust the people of Attolia.

Administration: The Federation is led by a small central government that is called the Council of Attolia, or the Council, which is led by a chairperson/mayor. Historically, the Council was a heterogeneous group that consisted of the refugees of three houses. Each house was to represent its respective race in the city, but as time passed and the people joined together, so did the Council. Therefore, the modern Council is effectively a single family that is the product of centuries of marriages between the three houses. However, for the safe of preserving different view points. Each former city state, now called provinces, is able to have its own local government that is elected by the province's people. In addition, each provincial government is able to send one representative to serve a a chair member. However, the Council is not the one making the decisions. Rather it serves as an advisory body to the Chairman who is the one who makes the decisions. It also serves as the executive branch of the government as it carries out the decisions made by the Chairman. The Judicial branch of the government is fulfilled by the position of Provincial Judges, who are elected by the people in the provincial elections.

The successor to the Chairman are usually picked by the Chairman himself, but in the event that one was not picked, then the Council elects the person who they deem to be the most suited for the position.

Military:

The military of the Federation can be split into two groups:

The Attolian Navy - Where the largest portion of the military spending goes into. Due to the mountainous terrain that Attolia is situated in, the federation has a healthy supply of iron, which they use to plate their ships, which make their ships quite resistant to damage. In addition, the ships are manned with experienced men who all have at least fought in a few battles against pirates. The navy is also quite well known for how unrelenting it is. While most people would try to capture enemy ships due to how expensive they are, the Attolian Navy has no problem with just ramming an enemy ship and making it sink to the bottom of the ocean or to just start a fire and cause the ship to burn down. This is due to the fact that the Attolians view ships that they have no made themselves as of lesser quality and that the fleet has plenty of ships already. Another aspect of the Attolian Navy is the Marines that are on board on each ship. The Marines of Attolia are not sailors who know how to swing a sword. Rather, they are dedicated fighters who excel in naval combat whether it be boarding, coastal fighting, swimming to enemy ships during the night to infiltrate them, and etc. Finally, there is the trademark of the Attolian Army, firebombing. If a target seems to be too difficult to engage up close, then the Attolian ships will just stay at distance and launch fire arrows and small pots of oil at a ship to just let it burn.

The Attolian Army - The defense force that was created by the Council after the unification. It consists of several units:

Sentinels - armed with some light armor, spears, short swords, and recurve bows. These mounted soldiers are meant to patrol the lands and borders of Attolia with their ability to move quickly, and travel long distances with little to no rest.

Hillmen - Lightly armored infantrymen who are trained in rapid, asymmetric fighting in the mountainous regions of Attolia that are entrusted with protecting those regions. They are armed with war picks and bows.

Spearmen - Lightly armored infantrymen who are armed with a large shield and a spear.

Footmen - armored infantry men armed with large iron shields, short sword, and javelins

Bowmen - your typical archers, but they also have pavises and short shorts for self defense.

The Guardians - In peace, each province is allowed to keep a small, professional garrison as a police force called the Guardians. During war, these Guardians can then be used to lead and train citizens who volunteer to fight as trained militia. The Guardians are

The Companions of the Council - The small, elite, and well equipped force that is charged with protecting and escorting members of the council and serve as the Council's equivalent to The Guardians. They serve as the personal bodyguards of the council, and as Federal agents.

Nation name: The Cesian Republic
Race: Dwarves primarily, though there is a significant population of non-dwarven slaves.
Type of government: Republic
Faction: Founder and leader of the Ingrian League
Ruler: The Republic is lead by an assembly, drawn from both the aristocracy and the commoners, with a speaker wielding executive authority. The current Speaker is Tismar.
Capital: Cesia
Administration: Very little of the lands under the Republic are directly controlled by the Assembly. Most of the cities are Crotyns, a term for allies who have given up foreign relations to Cesia in exchange for protection and autonomy. Though they are required to field levies for the Republic's defense, they are not represented within the Assembly, a right given only to Cesian citizens. Those regions under the direct control of Cesia are divided into marshaldoms, governed by a marshall apointed by the Assembly.
Military: The Cesian Republic has no standing army. Instead, when war threatens, the Assembly selects leaders amongst itself to raise armies in each marshalldom, which then converge to an agreed location, traditionally Cesia itself. This combined army is led by the Armory Master, another member of the assembly, who is placed above all except the Assembly itself. Armory masters are generally veterans of previous conflicts who have distinguished themselves on the field. In addition to this core army, auxillaries are raised in the Crotyns of the Republic, with each unit varying in size and led into battle by a representative of their own city.
History: Cesia's history began when dwarven settlers from the north colonized some of Lera. This colony soon grew, and it became a major city by the year 417. At this time, it was a kingdom lead by a High King in the traditional dwarven fashion, with ingrained aristocracy and ancestor worship central to the culture. However, as time passed, the balance of power shifted to the wealthy merchant class, who desired to form a plutocracy.

When the last High King refused their demands to induct them into the nobility in 483, a civil war was sparked which saw the destruction of the old order. For the next century, the Republic focused on cementing the republican traditions of Cesia, and eradicating the very concept of monarchy from their society. This period of isolation was ended when war broke out with the neighbouring city-state of Ingria in 560. The conflict was long and grueling, and even though peace was finally brokered, three other wars broke out, each bloodier than the last. At the end of the fourth war, the Cesian army razed Ingria to the ground, bringing back each stone, brick and pillar to Cesia, where they were displayed as a monument to the glory of the Republic. To Cesians, Ingria has become synonymous with the military power of their nation. Since then, they have expanded slowly yet surely, colonizing new lands and adding new Crotyns to their web of alliances. In the century before 743, they have also begun expanding on the mainland of Agra, threatening and sometimes even attacking allies of the declining Norin Kingdom.

Your NS is a bit block of texty, but I see no problems with the content itself. As for the content, it's your nation, after all, so I'm not really well placed to tell you "No, your government should be X, your capital should be called Y". When it comes to things like this, no comment is a good comment. (Or at least that's my philosophy)
