I imagine it is a really high roll you have to get with modifiers against getting such a roll in the first place.

Pretty much. There's nothing stopping Germany and Italy from DOWing France after all of this is done, Germany taking a huge chunk of France's colonial empire and Italy taking Nice, Savoy, and Corsica, never mind the goodies that the Netherlands can get.
