If slots are opened up again, is it the nation that used to be filled that has to be taken, or can a formerly NPC nation be taken?

I am under normal circumstances very forgiving of inactivity, being busy myself often, but his first and only post on this whole forum was expressing interest in playing Denmark, six days ago. Maybe just one more day, so I have time to draft war orders before Thursday and also making it an even week of his inactivity?
