Okay, so you ARE trying to portray a completely insane British monarch. I'd figured there wasn't any other option at this point, judging off of some of the decisions you've made. I have to ask, though, then—Victoria had (and, in the RP, has) extremely limited power. Is Parliament also insane?

I'd say it's cause she is a woman, but that would be sexist.
