Occitania would be more divisive. As of 1860, about 40% of the French population was Occitan speaking. Another almost 10% at the same time spoke neither French nor Occitan natively (Basque, German, Breton, etc).

As of the beginning of the RP, only about half of the French population had the French language as their mother tongue.

The Declaration of Independence has no legal precedence in the U.S. Constitution. Just FYI.
