West Virginia was Union during the war. It seceded from Virginia soon after the war started.

There were a few European military observers during the Civil War. I'm okay with having observers for the Union... as long as you don't officially recognize the CSA.

Well, it seems like he's just preventing the Anaconda plan from taking place, but not preventing conflict on land itself. Though I was talking about any consequences for the UK back home for getting involved. They'll be spreading forces that could be used elsewhere thin that and the people might not even be interested in such a conflict.
