I would say go for it, but considering that that character eventually led heavily to the creation of Batman....I'm not sure how Outcast would feel about Prussia becoming the most OP nation in the history of WIR.

Nah. Lol. If you wanted to write some little side story though of a German Scarlet Pimpernel assisting English Aristocrats you can. Though that might give me a casus beli...
