Tallest part is on the school,, the bell tower's up there, right above a giant ass clock. There's rubble to get past, but it should be overall accessible.

It was a person. Kanaris presumably took control of another person'a body, which was again, incompatible, and the spontaneous combustion so happened to happen in the background of a live news caster.
