I didn't have one up on the old guild, I believe people failed twice to set a game like this up. I fear because of a lack of planning, fallout is an indepth universe and we need to take that into consideration.

The main thing is if we are to do this...

What city? London or Edinburgh? Not Glasgow, makes me think of Doomsday,

Does Edinburgh have an underground system? London would be ideal with all it's tunnels, industrial areas and iconic buildings etc, but any major city should work so long as there's a countryside belt outside of the urban areas and enough modern brownfield sites to base out of.
Also randomly thinking of mutated fauna... Radbadgers must be fucking terrifying.

Heh, also I don't think any city comes close to London in terms of underground, so it seems the most popular. So I think we should all take an aspect to work on i.e. Inner City, Lower (Underground) City - Which I would like to take, I like the idea of some form of slum in the underground network - outer city, animals, weapons etc.

We'll also need to decide what is happening concerning the Vaults, as I was having a debate with one of my non-RPG mates (They do exist) and he said VaultTec vaults wouldn't really work in Britian. So how will our Vaults be based?

Well vault-tec was an American company. More than likely the rest of the world didn't have vaults anywhere close to that. But London being London most likely had various bomb shelters left over from WW2 and seeing has in fallout lore the threat of nuclear war was becoming so real that the government probably saw fit to expand on those bunker, reinforce, build more, etc. Coupled with the extensive subway system I think it can be worked out.

I think we should focus on life existing within the underground. Have the surface like an irratiated no-go zone. Small groups go up to hunt for supplies but they always go back down because the air on the surface is to polluted/ acid rain is frequent/ mutants etc. I think if we are limited to short term excersions on the surface it makes it just that much more interesting when we are forced to stay up there longer for whatever tragic and life threatening reason.

That sounds too much like Metro2033 to me. I like the idea of most people living underground, not everyone though. I think it should be more of a safety reason for staying underground where it is easy to protect people, plus some safe zones within the city. Such as the palace (Long live the King), maybe the Olympic grounds as well, I mean that in itself could be a small city. But with Bandits, Raiders and beasties scouring most of the city the safest place to live if you can't afford entry into one of these zones is in the underground.

As much as I love the Metro lifestyle, setting the majority of the RP underground would severely limit what kinds of animals or areas the characters would find. On the surface there are tons of locations we could use; I reckon the Isle of Dogs would be a great place for a community living in the wrecks of the old towers.
Interesting point though. There wouldn't be too many overgrown animals or mutants around in Britain due to FEV being an American product. We could find a way around that (prewar bioterrorism, black ops stealing phials etc), or else come up with a European analogue. If we want a mutant presence anyway.

Mutants if you mean the super mutants I don't really care about. In terms of mutated animals I think they are a necessity for a Fallout roeplay.

I think we'll have at least one underground settlement, One in the Palace as I was thinking of having a Royal Family aspect then a couple of other settlements obviously.

This could work very nicely. All of what we know of Fallout is set in America; that leaves a pretty blank slate to work with. The Enclave, Brotherhood of Steel, Master's Army wouldn't have had any influence on a post-war United Kingdom. Vastly different mutated flora and fauna. No Vault-Tec technology like Pip-Boys. This definitely sounds interesting, and I'd like to offer a hand in planning.

FEV would have had some influence too--it was spread into the atmosphere after the nuclear bombs dropped, and it seems likely to me that FEV could've been spread to other countries through the air--and possibly water contamination too. While the bulk of FEV would've been in the United States, I think one would see at least some minor FEV influence in the UK--such as animals mutated beyond what one would expect from a "normal" nuclear fallout.
