I'm aware of both of those things. It is Canada's dominion status that made me think it would be available to a player.

I asked Stein about South Africa previously. The player currently controlling the Boer states will switch to South Africa after the war.

Flip a coin, If heads the order was a success.
If tails the order was a failure.
