That's because everything is a lot more complicated.
When you go from living in your dimension to traveling and interacting with existence at large, it's like having your horizons broadened from your town to your entire world. The larger the scale the more tiny, moving parts there are within the entire, larger machine.

But for a few others, the fact that some dimensions can have varying laws of reality, knowing how to establish yourself as a dimensional entity, and the dynamics of different factions on a dimensional scale.
There are more that don't immediately come to mind, but either way you'll have to deal with most of the needlessly complicated things existence has in store.

I would imagine so too, but I doubt there are many mad ones who know of existence, want to count it's dimensions, and have the resources to do so.
The bored ones are probably what you're more likely to run into.
