I actually like the tilde, personally.

You'd think there'd be a hint, since any good puzzle needs a starting point, but no. They give codes in raw and expect you to blindly start applying ciphers and hope you stumble across the correct combination.

I see. AFAIK, they never have punctuation in their codes, but given how rarely the codes are actually solved, I can't say any definitive. But this should hopefully help somewhat. I'm going to try translating the addition into text. It seems kind of arbitrary, but you never know because they give no hints.
