I can't because I don't know where she is. She's at the same place she last talked to David and I never knew where that was. I don't want to have her move because that's ooc for her, she'd rather wait for someone to come back than move due to plot reasons.

She's somewhere in the base. Everyone else is also in the base. Really, it's not a big deal if you make something up; we always used to. As you said yourself, no need to ask for permission.
