Powerful enough the fight the world destroyer level characters. I don't really care how fast.

Fighting is a lot more about cleverness and ingenuity than it is about raw strength. Some beings who have very little in terms of direct power become serious threats, whereas others who are ridiculously powerful become fodder because they're trumped by a good ability that's used well. For example, one being has the ability to channel magic through a series of painted runes. But the various combinations and creative decisions led to that being one of the strongest ones.

If you're a fan of DBZ or Naruto, you could have your character train in those universes for a while for a decent skill set, then it's just about how you use it. Or I could give you a massive buff at some point.

Too casual level. Training in the secret arts of a wintery wasteland is much more interesting.

The battle I was referring to was the one between Souleaterfan320 and Techspert. One of which your character would not really be aware of since it's taking place in another dimension/verse. The reason Fenris feels it is due to it's physiology. A battle of such a magnitude would be felt by many dimensionally transcendent beings across existence.
