And I'm a bit confused about the timeloop deal, did everyone who went to the town, except for a couple, get caught up in? If so, how would they act?

Nixon and Kate were outside of the town at the moment the time loop started and everyone was "caught" in it. All the time loop does is repeat the same exact day for everyone, and they keep forgetting the previous day, so when the time loop ends they think it's only been a single day.
