Depends on the place, really. Not all offices can afford to sift through the more random bits of mail and put them in the right place, particularly when it's not even related to what they deal with. I've had stuff bounce back like that.

Considering how we're 500 years in the future and have a tech level 100 years in the future at most I wouldn't put it past these people.
