Yes, I believe they can talk - or rather, be taught to repeat certain things, as parrots can, both in the Wizarding world and the Muggle world - however, they can't string together intelligent responses to answers as yours can, and there are no spells that can do that. None that an 11-year-old could perform, anyway. When it states that it can be taught to talk in the Harry Potter Wikia, I highly doubt it means that they can literally have a conversation.
