The True Empire was formed initially back in 27ABY during the Yuuzhan Vong War. Moffs on the run from the Yuuzhan Vong ran to the Unknown Regions to seek refuge with the Chiss. The beginnings of the True Empire began there, for Humans were not typically accepted into the Chiss except for rare exceptions These times were to change, as the Moffs began integrating into Chiss society, having their own worlds and their own resources.
Years passed and the Moffs gained no additional power and merely worked on their own little sectors, it wasn't until the time of the One Sith where the Fel Empire existed that the True Empire came into its own. Many of the ruling Moffs dis-approved of the Fel Bloodline and the idea that the ownership of the Empire was passed from one to the other as inheritance, not to mention the issue that if all the heirs were killed there would be a power vacuum. They sought to make an empire without those flaws, taking in the ideas of both the former alliance and the empire in order to make an Empire that would last for hundreds and thousands of years. They abscond, Imperial Knights and Moffs alike took many of their populace with them, their armies and their vessels. They ventured into Chiss space where they were, grudgingly, welcomed. It took many years to form the Empire. First the Phallanx houses were disbanded, largely at the effort of the Imperial Knights who acted against the idea of ruling families. They were replaced by the Moff council and yet they were without a leader. Why? The Chiss were logical, they could see a better way. The Phallanx houses weren't a biased source of power, each had their hands in different areas of the Ascendancy making some more powerful than others and causing rifts and divides that caused infighting and assassinations.
Many years passed until an Emperor arose, during this time the Imperial Knights went from being servants to being leaders. They became the Moffs, until the entire Moff council was Force Users who followed the Doctrine of the Imperial Knights. Then the idea was devised, for the Emperor should be chosen from the Moffs the most powerful user and the most unbiased in terms of the Force. It was during this time of Emperor Kal'ra that the new system was devised. There would be twelve Moffs through the entire of the True Empire, which had long replaced the Chiss Ascendancy, these Moffs would be the most powerful Force Users from these sectors and could appoint planetary Governors as they saw fit. Each Moff would have the same number of ships and soldiers as everyone else, the only person to have more resources was the Emperor himself who sat on Csilla and had two shipyard worlds whereas each individual Moff had none and could not construct an excess of vessels without the permission of the Emperor.
Rising up to the current times of strife with the resurgent Sith Empire and Galactic Republic not much changed, except that the Empire remained in isolation. Not even appearing to the new Sith Empire for few would risk probing the boundaries of the Chiss where ships that tried to enter were lost to defences. With the Empire, or the Chiss as everyone thought still lay behind the impenetrable wall, not interfering with the Galaxy no-one would risk attacking them for no-one knew the strength that lay behind their borders. However another major change has occurred, whereas the True Empire had begun a Human Endeavour it has been taken over slowly by the Chiss. Not out of insidious intent but just out of chance, humans breeding with Chiss over the generations leaves few pure human colonies within the Empire and many on the Moff council are at least part Chiss while the Emperor himself is a pure blooded Chiss with no Human blood in his family line.

HierarchyEmperor - The strongest Force user and the most balanced.
Moffs - 12 of the Strongest Force users from their respective sectors of space. They are the next in line to become the Emperor, they all have a twelfth of Imperial Space and the same resources at their command. They are trained in the ways of the Force, Ground and Naval combat.
Regional Governor - The Moffs can appoint whom they chose to become a regional governor of a planetary system or individual planet.They do not necessary need to have Force abilities.
From there it goes down, military style it is pretty much the same as anybody else except with the addition of the Imperial Knights who answer solely to the Emperor, the highest of the Imperial Knights becoming the Moffs. The only time the Moffs can control the actions of the Imperial Knights is with a 9/12 vote. To overthrow the Emperor they need a 12/12 vote.
ShipsMany of the older Chiss designs are now out of service.
The Venator MkII is one of the new unique True Empire vessels. Boasting the same armament as a modernized Imperial Star Destroyer II it has a larger hanger bay which can be accommodated due to its improved power systems and lack of ground support. The hanger bay is at the front of the vessel and is heavily armoured removing the weakness on the previous model of Venator.
It is truly a fearsome vessel to meet in space combat due to its sheer power and strike craft complement.
The assault cruiser is a light vessel of Chiss and Imperial design, designed to be a replacement to small cruisers such as the Lancer it is fast, nimble and has fast tracking guns for taking out enemy strike craft. Despite this a large formation of these vessels can prey on larger ships due to their advanced speed.
This ship is truly fearsome, it is of Chiss design being built for deadly efficiency rather than to look pretty. It can hold very few strikecraft however the hull is designed with crumple and burn zones with several layers having to be damaged before it causes any real damage, not to mention the shield on top of that. It is heavily armed and can take on a newer ISD-II easily, and while it will be destroyed by two it won't go down easily. These vessels are designed to tear through enemy lines or place themselves in the middle of an enemy formation and tear it apart from the inside out. They are truly a formidable foe.
Other than this the True Empire has a vast number of Imperial Star Destroyers MkII, Pellaon class star destroyers, Victory Star Destroyers II, various support craft and the crowning jewel of a fully optimized Executor Star Destroyer full modernized. Many of the vessels have been brought up to current specifications and around 50 of the ISDs have been outfitted with long range turbolasers.
These vessels make the True Empire a force truly to be reckoned with.
Ground ForcesOn the ground hasn't changed extensively. Storm Troopers, blue with black accents, are the norm for the more elite soldiers while there is still the Imperial Guard who are the general grunts in ground engagements. Vehicles are pretty much the same as they have been since the time of the Empire, however AT-TEs are more common over the easily targeted AT-ATs. These vehicles too have been upgraded slightly to current technical specifications.
If it isn't broken, don't fix it. These vehicles have proven themselves capable time and time again and as such the Chiss have not saw fit to replace them.
Imperial KnightsImperial Knights are enlisted due to detection of Force Sensitivity during the graduation ceremony of the Storm Trooper corps. It is a complete surprise unless the user has accidentally applied the Force before. They are then taken to a world that is unknown to the general populace of the True Empire where they train for several years.
They all learn the same powers and abilities, unlike the Jedi where they can chose to learn what they want. They learn:
Telekenesis.
Force Leap.
Force Speed
Force Sight
Force Lightening
Force Healing.
Anyone who cannot learn all these abilities does not achieve the full rank of Imperial Knight and instead works as an Aide and Liason with the Imperial Knights. After these abilities have been mastered an Applicant goes on to construct their lightsabers. To do this they must make their own artificial crystal, and shape it to the desired colour of orange. Yellow is seen to represent the light and red to represent the dark side (by members of the Empire) so Orange is the balance in between. They go on to learn a combative "Form" one designed solely for the Imperial Knights. That while defensive also works offensively, against one or multiple opponents. It is the perfect balance however of course must be adjusted if the opponent changes forms in combat. When they pass the final trial, a battle against a current Imperial Knight they are inducted into the Corps and then shipped back to the headquarters on Csilla. From there they are deployed only by a Majority ruling of the Moffs or by the Empire. The highest of the Imperial Knights who are not skilled enough in tactics to become a Moff become the Royal Imperial Guard.
Sometimes those who fail or prove themselves too ruthless end up as Emperors hands, however there has been no use for the hands since the True Empires first Emperor.
