Here's what I've got. It's effectively complete all it likely needs is some tweaking. I'm not too sure about the stats and Noble Phantasms, mainly if they're too powerful or not powerful enough. So if anyone has some insight feel free to chime in. Also IIRC pluses equate to temporary modifiers correct?

Richard's gold-hilted cruciform broadsword is sheathed at his hip and his silver, engraved heater shield slung across his back. He also wears a long, crimson cape that bears the three lions of England.
Outfits: When trying to be inconspicuous, or rather as inconspicuous as a 6'2 tall, muscular man can be, wears a dark pinstripe suit with a black shirt and bright red tie.
Personality: Richard is solid, spirited, caring. He is quite the jovial man, quick to smile and laugh, friendly to all he meets and doesn't hesitate to help those in need, a true knight.

The personal trait that gave this warrior the epithet “Lionheart”. Immense reserves of courage stemming from his faith in god and his own martial prowess make this man a stout warrior and a fearsome foe.
Military Tactics – B
By the age of 16, Richard the Lionheart had shown great knowledge in military and political affairs, even taking command of his own army, putting down rebellions in Poitou against his father, King Henry II. Thus being recognized as a mighty strategist and gaining the ability to more then competently command an army.
Battle Continuation - A
The capacity to retain all fighting prowess even when severely wounded, at the cost of worsening long-term Endurance.
This is possibly a holy protection granted by the enchanted ring of the cephalophore St. Valerie, worn by Richard during his second coronation ceremony as Duke of Aquitaine. However even without the ring he still displayed remarkable combat ability while in severely ill health. Most notably that he accomplished the feat of successfully sniping down numerous enemy archers, all while being stricken with scurvy and having to be carried out on a stretcher.
Noble Phantasms:
Château Gaillard-Fair Castle of the Rock: Rank-A (Barrier)
In the time since the Third Crusade, Chateau Gaillard was Richard's personal masterpiece, a massive fortress said to be a century ahead of its time. Said to have seen to its construction himself, going as far as calling it his daughter. When his enemies claimed they could take it even if its walls were made of steel, he retaliated by saying he'd defend it even if its walls were made of butter.
A boisterous remark, yet not without merit. The likeness of the fortress is engraved on his shield and is invoked with a verbal declaration of conquest that erects a magic fortress around a structure, claiming it as his territory. These walls can not be breached aside from an extremely powerful anti-fortress Noble Phantasm. He may only erect one fortress at any time and uses his shield to do so. While inside the fortress all of Richards parameters are boosted and he regenerates health and prana at an increased rate.

The sword granted to King Richard by Robert de Sablé, Grandmaster of the Knights Templar, said to be the blade Saint Peter used in defense of Christ. It is a symbol of trust, service, and faith that grants Richard the strength to fight an army. It is a holy weapon that slays demons and other unholy beings. It grants it's wielder magic resistance and can disrupt lower level magics. Aside from that it is the key that activates his final Noble Phantasm.
Cœur de Lion-Heart of the Lion: Rank-A (Support)
A burning will, a passion to keep fighting even when all hope is lost, the personal fortitude to strive no matter the obstacle. The courage to face any danger activates upon receiving a mortal blow. This Noble Phantasm works once only allowing this warrior to narrowly escape death and temporarily boost all of his parameters.
