I'm unfamiliar with Fate, but wouldn't that mean that there'd be no point in having Excalibur on the CS in the first place if it's too expensive to ever use? I mean, if it's that draining, then just summoning it would deplete her mana and cause her to cease to exist the second she tried it, right? So, like, that's not even a suicide attack, really. It's just flat-out suicide. That seems a bit silly is all. You might want to trade it out for something cooler and more usable.

Oh! If this is just her "doujin canon" loadout, then I can see why you're including them for posterity. I'd still recommend thinking up a list of what Archer has, and listing what you think you're going to be using. Just randomly pulling out a Noble Phantasm from outside of your CS (and from outside of canon) would be really weird.
Just writing down "Ilya can summon this, this, and this. She can also summon this but it'll kill her." would not only help you flesh out the character away from just her canon appearance, but make it so that you don't have to engage in rampant ass-pulling when the few Noble Phantasms you've listed prove to be woefully inadequate.
I think I've mentioned why I don't think she's nearly as bad as you believe she is, especially since even canon Archer can barely utilize the actual(already-weakened) abilities of Noble Phantasms without support from Rin.
Really it boils down to "can replace broken weapons quickly, has some magic, also has some last-ditch defenses". It's hardly overpowered. She can't even use the projectile functions unless she actually traces herself both a bow and an "arrow" to load in it, and even if that arrow is Caladbolg II it has to be used from extreme range.
On top of that Flamelord has proven to be quite cooperative and I can easily say something if he does something wrong while using her.
It's the same consideration I would apply to anyone playing the character(or canon Archer for that matter) and I don't think I've declined anyone around the same level. Also I really don't know Flamelord beyond being in a few RP's with him(which is enough to know he's cooperative).

Ah I see, then the player must be going with the manga only version of Raditz. Well Karna has his sun armor that negates 90% of damage done to him on all planes, Vasavi Shakti which is capable of firing a blast that can annihilate gods at the cost of sacrificing his armor, the Brahmastra which can be compared to a nuclear weapon when charged with his prana burst, which manifests in the form of flames. He ranks in the upper cusp of martial skill among heroic spirits, and far exceeds Siegfried in basic combat skill.

He appears to be a rather casual going individual marked by a distinct reservation that removes him from the bounds of raw extroverted tendencies, but an underlying banality laced with a solemn cynicism borne from having been jaded by the experiences of the world is apparent. He cannot exactly be called friendly, but he emits no air of hostility. Shirou possesses an ardent ambition that consumes him, being the impetus of his actions and the main influence on his interactions with the world. He desires to redeem humanity by ascending them beyond the realms of Angra Mainyu, loosing them from the destructive tendencies they harbor and unknowingly accept like foolish ouroboros. Abilities/Weapons: Black Keys These are conceptual weapons that target the soul, and appear to be simply handles without blades when inactive. The handles are small and compact, and multiple black keys can be wielded by being placed between the fingers of the hands. When magical energy is flowed through them, a long and thin rapier like blade emerges that has a high affinity against spiritual beings. When thrown by human church executors, the keys have enough force to shatter reinforced concrete, and someone like Shirou, who is a servant with capacities far exceeding humans and also someone that can be considered a Saint, the keys are significantly more powerful in all aspects capable of harming the strongest of spiritual beings. However, black keys don't have much practicality as swords and are mostly utilized as thrown weapons.
Enchanted Katana In the case that black keys are incompatible a against a foe, Shirou can utilize a katana that is enchanted by Shakespeare, who wrote on the blade how magnificent it was and how it was seeped in blood. Due to the katana being many centuries old and being preferred by a famous swordsman, the conceptual blessing that Shakespeare granted it has upgraded the katana to the level of a C ranked noble phantasm. Other than possessing the same durability and mystical power inherent to noble phantasms, the katana does not have any special activation power. Shirou is an adept at utilizing the katana, but cannot be called a master.
Command Seals Shirou has engraved on his body 17 command seals for controlling servants. However as Shirou no longer has any servants, they can be called useless. They can however still be utilized as a power source for spells and the like, at the cost of sacrificing one of them.
Magic Resistance Shirou's magic resistance is at an incredibly high rank capable of defending against high thaumaturgy(A rank). It is effectively impossible to harm Shirou as a modern magus in the type moon verse, but his magical protection does not extend to anything related to the Church.
Revelation A skill that is similar to instinct. Instinct is a sixth sense regarding battles, but "Revelation" accommodates all matters related to the achievement of a goal (for instance, choosing the most suitable path while traveling). Basically allows one to always choose the right decisions in means similar to prophecies or visions received from some sort of future sighted deity.
Charisma Although Shirou cannot run a nation, he can share those with his like-minded and tie comrades strongly enough to accept death. Thanks to his charisma, it is possible to make others believe in the contents of the "Revelations" skills without basis.
Baptism Rite A church sacrament utilized as magecraft. With a ten line chant, Shirou can enact this rite to cause severe damage to a spiritual being or group of spiritual bodies. It has no effect on physical beings, but it can be considered the ultimate weapon against spirits. It is far above the power of regular church operatives, and sublimates the physical remnants of spirits when cast.
Left Hand - Xanadu Matrix
Shirou's first noble phantasm is his left arm, which grants him a skill similar to the Eye of the Mind(True) skill, which grants one a heightened perception honed through many experiences. With it, the calculation of dozens of scenarios in the heat of combat can be utilized to plan ahead multiple steps, effectively allowing Shirou to face off against physically superior opponents on basis of technical prowess. Shirou can additionally utilize his left hand to hook up to Magical Foundations, basically meaning that he can link to different types of magic and utilize them. The arm also has the ability to reinforce his body, granting him his eternal youth that causes him to appear seventeen when he is well over seventy years old.
Right Hand -Evil Eater Shirou's second noble phantasm is his right hand, which grants him a skill similar to that of the Eye of the Mind(False) skill. In essence, it allows for Shirou to utilize a "sixth sense" of sort of perceive the best course of action in battle, as well as granting him the capacity to see through visual obstructions like say an invisible sword and easily see through feints. It has the same ability of Shirou's left hand to connect to Magical Foundations.
Backstory:
[Copy Pasted from the Wiki because I'm lazy] The rulers of the land that Shirou was in, the Matsukura clan had drastically raised the taxes causing famine and overtaxation to the people. This action forced the weak to fall in despair as they were unable to even resist. As they continued to be exploited, the people found salvation in Christianity, the words filled with love that couldn’t be defeated by starvation, poverty or despair. However the Matsukura clan tried to take even that from them. For them it was no longer exploitation but it was murder. The people were provoked and they rise up and revolted. They feared of having their right to live taken away overcame their fear of dying in battle. Amongst them was Shirou Tokisada Amakusa, a young boy at the time. Nobody knew whether his presence there was a coincidence or the will of God, but before anyone realized it, Shirou was leading them. Their battle should have no defeat and no victory either. Because by rising up, they were both losers and victors at the same time. All they had left was the power to rise up, however the act of rising up itself was a necessary act. They rise up for the sake of what they believed in—that in itself was important and what they wished for. They believed the sacrifices would be kept to a minimum, and even if several people including themselves became sacrifices, the world wouldn’t die, but would instead be reborn.
Shirou brought forth a miracle, he utilized the power of the Counter Force in order for the possibility of victory that should have been impossible. In his own words, he was granted miraculous power granted by God because God will occasionally exercise malice due to good will. Shirou led the defense of Hara Castle, and defeated the strongest of the Shogunate attackers in a series of coordinated defensive surges. Unfortunately, Shirou attained victory. Everyone went wild and became excited over the victory. They clung to Shirou, who had won a battle where victory should have been impossible, as a child of miracles. That foolish purity of theirs troubled the boy. Shirou believed they shouldn’t have won. Winning was not an option. He had been caught up in saving lives in the near future and averted his eyes from the bigger picture. They may bite a cornered cat—but after being bitten, the enraged cat would retaliate by slaughtering them.
After his rebellion ultimately failed, Shirou was sentenced to execution by decapitation. Before his death, Shirou felt he was naïve and he witnessed a scene like hell as his comrades were slowly killed off. The decapitated heads of the elderly, men butchered up like experimental animals, babies pierced by spears, girls raped in the pursuit of lust and then thrown away afterwards. He was convinced that the countless lives gathered were not taken away by the enemy but by himself. Shirou without once changing expression, accepted this result with a will of steel and it made him impossible to yield and give up. He merely gazed at this scene of ruin. He revealed no resignation or sorrow and even overcame the pain of his dismembered arms. He accepted that he had lost, the responsibility for his comrades death and his inevitable death. But the one thing he couldn't accept was that everything would fall to ruins after this. He couldn’t accept it. After having wasted so many lives, he absolutely could not accept that nothing would be gained as a result.
Thus Shirou uttered a last prayer before his death "So, God. Give me another chance. Next time, I won’t lose sight of the bigger picture. I will eliminate all obstacles, enemies and hardships in my way. Next time, I will obtain all the good in the world. A world where everyone is happy, everyone is good, and everyone is perfect. I will exterminate all evil and create a new, pure world."
Shirou was summoned in the Third Holy Grail War long after his death. Differing from the timeline of Fate/stay night's Third Holy Grail War where the Einzbern family summoned the Avenger-class Angra Mainyu, they abused one of the systems installed in the Greater Grail and brought forth Shirou as a Ruler-class Servant who was meant to be an impartial authority whom regulated the progress of the War. The Einzberns wished to call forth a proper Heroic Spirit befitting of the Ruler class rather than some nameless Eastern hero. However the act of summoning a Ruler was already a severe interference in the normal operating format of the Holy Grail War so he was a compromise with the advantage of his Command Spells.
As the third war drew to a close, the Einzberns clearly stood closer than any other to the Greater Grail. Shirou had fought to the death against the Servant Darnic Prestone Yggdmillennia had summoned. However Darnic successfully stolen the Greater Grail, the only survivors in Fuyuki City were Shirou and Risei Kotomine. While his Master was killed in action, Shirou remained materialized due to Shirou having come into contact with the Greater Grail and managing to receive flesh. Risei questions about Shirou's future plans, Shirou lied to Risei about giving up on the Greater Grail but he plans to travel around the world. He had joined with the Church thanks to Risei's connections. He adopted Risei's surname, though he remained distant from Risei's own son. Taking up a position in the Assembly of the Eighth Sacrament, there was little information left to be gleamed about him from those who would search for it.
As the Mage's Association decided to seek one Master from the Church in order to have their involvement prove the legitimacy of their cause, Shirou was dispatched by the Church's Assembly of the Eighth Sacrament as one of the Masters of the Red Faction. He gathered with five of the other Masters of the Red Faction, and he used an unknown method to manipulate them into allowing him to control their Servants. He summoned Assassin of Red as his Servant, and she asked him, "Not for naught am I known as the world's oldest poisoner... Are you truly certain that you can wield Queen Semiramis?" He replied to her with, "O Queen of Assyria - in this Great Holy Grail War, I aim not for victory or defeat but for another goal. Will you aid me?" Although initially worried over his strange nature, she eventually came to greatly respect him and decided to aid him without hesitation.

Utilizing his noble phantasms, Shirou hooked up to their magical system and repelled them, but in the process was transported to the realm that the operatives had came from. He saw no use in attempting to fight against the Shadow Eternity, so willingly joined their ranks with the ultimate goal of enacting his wish to all humans.

I'm not bringing in someone powerful lol. Kotomine Shirou is like, one of the lowest tier of servants around. He just has a really wacky skillset that makes me curious as to how he would interact with other people from other universes.
I just explained everything he could do to harrowing detail, because I feel that is much better than simply creating say Emiya and stating that I can project things and not defining limits. (Although of course limits on Emiya are established in other senses like capacity to project and risks, etc.)
