The way I see it, Cassandra wouldn't have been able to control of a League loyal to Ra's al Ghul if 1) Ra's was alive and in his right mind, and 2) if Talia and Damian were by his side.
So one of two things happened, in my opinion. Either Cassandra took over *a faction* of the League that wasn't totally loyal to Ra's. Or Ra's had "died" and stayed dead long enough for others like Cassandra, Lady Shiva and Deathstroke to step in and fracture the League into smaller factions (temporarily).
I mean, why would an army of assassins wanna follow a kid? And I don't see Talia and Damian just handing control of the League to a stranger.
In fact, the way I pictured it was pretty much as seen in the animated film, Son of Batman: Deathstroke and his army invade the League's temple and kill Ra's al Ghul.
I considered Damian to be out of the picture at the time, most likely taken to the U.S. by his mother, or at the very least outside Tibet.
Now, if you have an idea as to how Damian and Talia could co-exist with Cassandra as head of the League, I'm all ears.
Or, maybe before she left permanently for Hong Kong, Cassandra joined Batman and Damian (and possibly other Bat-Family members) for one big mission.
