Arc One: The NCO Arc
NCO, a hispanic crew holding most of East LA and its surrounding neighborhoods, has come under fire after their actions against the Bloods and Crips. Their actions have also escalated into bank heists and terrorist-style bombings downtown. At the front of their turf battles are superhumans, mostly D-Class, but the NCO have a secret up their sleeves. A pair of C-class metas, and a B Class human weapon. Their history of working with Mercs is also concerning to both the Heroes and their former contract holders. After being captured by the LAPD, Caro comes close to ratting out the Mercs for a plea bargain before dying in a cross fire.
Arc Two: Quake Arc
A few days later, two metahumans set off an attack on the Madrid fault line, setting off a minor earthquake, devastating parts of LA. This is part of a massive distraction to detract from the assault on the Valley Medical Facility in the Mojave, owned by the Cabrillo Group. Before they can make it out of the city, they are confronted by numerous Supers with a grudge to bear against the Metas and their allies. The battles take them across the city, before one leaves a message; "Beware the Wolves." Shortly after, the last is taken down by Blink, of the Guardians.
Arc Three: Janitor Arc
In the aftermath of the gang war and the damage to a third of LA, a cleanup is in order. The Bloods and Crips have escalated their conflicts, while colds are taking their chances and popping up, out of the wood works. The streets need to be cleaned, and businesses are willing to pay big money for protection. Cabrillo in particular seems to be branching out, offering lucrative contracts to mercenaries who participated in The Battle of Whittier.
Arc Four: Sleeper Facility Breakout Arc
The Sleeper Facility is broken into, Sleeper is disabled and The Magi taken down by one of their own. Several capes are taken away by the same organization believed to be behind the Valley Medical Assault, and disappeared. The LA Heroes and many revealed capes are asked to pursue them, in exchange for looking the other way from their past actions and registration. They are chased from Dry Mountain to the Inyo National Forest, where numerous capes face off. They leave dire words: War is coming to the region, and you must choose a side. Many flee and get away, with a few dying in the battle.
Arc Five: Heroes of Inyo Arc
Following the Battle of Inyo Forest, the capes who participated are considered heroes. A press release is scheduled and all are invited to come and talk with the reporters and give their perspectives. Following the press release, however, a masked man teleports in and leaves them all a message: "Forget about the days to come. Stay out of things which don't concern you."
Following this is a three-six month time skip.
Arc Six: The San Francisco Arc
A terrorist organization which may have ties to The Zoo attacks San Francisco, led by a metahuman known as "Hawk", and our heroes are called on to assist them. Meanwhile, the remaining mercenaries and Corporate capes are also brought to the city for a major business deal going down between Cabrillo and several other companies. The head of Hephaestus Industries dies in an explosion.
Arc Seven: Cabrillo Conspiracy Arc
After information is leaked to the heroes, pieces begin to fall in place as Wulfe, the head of Cabrillo, is killed by members of The Zoo in a vicious assassination. Was Wulfe the 'wolf' they warned of before? Is the information on Cabrillo's inhumane experimentation legitimate? What will the characters responses be?
Arc Eight: Our War Arc
The Zoo believes themselves to be strong enough to declare open war on the Cabrillo group and their allies. In a surprise move, The Guardians pledge themselves to assist the corporation in any way possible against the terrorists, and ask other heroes to do the same. In LA, an attack is led on the Cabrillo HQ, and everyone's ties are questioned as more information is leaked to the public. Depending on the outcome, many important characters may die to the massive city-wide conflict.
Arc Nine: Vengeance of The Fallen Arc
With both sides bloodied, an tens of thousands of innocents dead, the two groups decide to settle things like men. A time and date is settled on, and the Mojave is named as the battlegrounds. Cabrillo assembles its army of metahumans, led by The Guardians, as The Zoo and their sympathizers also come together to face off, once and for all. Hundreds clash in a final battle, both sides hoping to avenge what they've lost; Cabrillo's HQ and CEO, and The Zoo their lost years and pain suffered. Who will you join?

Arc Ten: Point Clean Up Arc
No matter who won, things are much different now. Laws are being examined to help prevent something like the Battle of Vengeance, California from happening again. Our remaining characters can reflect on the last year, as new characters rise from the ashes. Depending on player activity, a second round of gameplay may begin.Name: Valentin Caro

Description: A short and dark skinned Latino male, in his late twenties. Wears yellow 'thug' style clothes. Also wears heart-shaped glasses.
Powers: Pheromone manipulation. Can emit pheromones to manipulate others with ease. This power is only known by Pantera, who can smell them.
Also has enhanced smell and reflexes.
Skills: Good with a gun, and carries a sword around as well.
Equipment: Lowrider, glock, sword, body armor. Posse of a half dozen goons.

Brief History: Valentin was a low-time thug in LA's East Side. He led a minor crew, working corners and making change. After gaining his own powers and a tough enforcer, Amante quickly gained power through absorbing other surrounding gangs. His now dominates LA's East Side and surrounding areas.

Alias(s): Pantera
Description: A cross between a man and a panther. Wears no clothes, but has military webbing to hold several pouches.
Powers: Panther Form. Powerfully built and with razor sharp claws, Pantera can rend through sheets of steel and jump incredibly high. He is also fast on his feet, capable of dashing short distances at 60mph. His enhanced senses and reflexes also make him a dangerous opponent.
Skills: Amazing hand-to-hand fighter. Street smart. Excellent con. Intimidating.
Equipment: Bandoliers with grenades and smoke bombs.

Brief History: Leon was hit hard by his changing. For a while he fell into a deep depression, fearing how his crew would recieve him. However, after his leader revealed that he too had gained powers, the two formed a fast bond and Pantera is now Valentin's enforcer.
Name: Hernando Vasquez
Alias(s): Sol Sombra
Description: Tall young hispanic man, with short stenciled hair. Wears sunglasses and baggy yellow shorts. Hot headed personality, although feircely loyal. Willing to attack any who betray the Crew.
Powers: Can summon an orb of ethereal darkness from the shadows. If given the chance, this orb of darkness will continue to grow, adding mass to the shadows. The shadows are roughly the consitancy of rubber cement, and several inches can stop a 9mm round. Sol Sombra can use these collected shadows as an attack or defense, manipulating them with a practiced ease. A bright room with plenty of shadows will give him a watermelon sized orb in seconds, and a beachball sized one in around a minute. His weakness is darkness: If completely consumed by shadows, the orb melts into nothingness.
Skills: Traditional hoodrat, street smart and good with a glock.
Equipment: Glock, lowrider, body armor. His two brothers, Lucas and Matias are armed to the teeth and follow him loyally.

Brief History: One of the first converts to the NCO, he and his brothers joined willingly and have become known as the Perros Oriente.

Description: Tall and beautiful with long, dark hair. Wears classy clothes and stylish jewelry.
Powers: Can enter a fugue state to enable her abilities. When active, an area a several dozen yards in diameter, with her at the center, becomes a swirling vortex of battering psychic energies. People cannot enter without being battered, and attacks almost never make it through. She can be awakened with strong scents and sounds, at which point she passes out for several hours.
Skills: High school educated, fluent in spanish and french, good at business
Equipment: A couple of goons who follow her around, sensible car.

Brief History: Ana and Valentin have a long history, going back to their early childhood frowing up in a rough neighborhood. She studied abroad for a year before returning home, to a totally changed East LA. When Valentin found out about her strange powers, he seduced her with promises of wealth and success in exchange for her managing his Crew's business operations.Name: Alexander Mabataki

Description: A short, handsome Japanese-American male, with choppy medium-length hair. It often changes colors and styles. His costume also changes erraticaly, but always has very little armor and is breathy. Has a perpetual grin on his face. Soft spoken.
Powers: Teleportation. He can teleport long and short ranges with ease, although it draws on his internal powers. He can also shoot teleportation beams from his finger tips, which give the illusion of quickly vaporizing a small area. Depending on the energy behind the ray and the density of the object, this process's speed varies. These teleportation rays are capable of breaking through even those with invulnerability, as shown during his spars with Rocketman.
He also possesses a spatial sense, and will teleport away if attacks which take up space are sent his way.
Skills: Excellent knowledge of world locations and landmarks, athletic, good hand-to-hand combatant, good marksman

Brief History: Alexander was an orphan who was institutionalized at a young age. He was selected as a potential candidate for early experimentation, and was accepted after he showed signs of recovery. He was deemed capable of interaction before the formation of the Guardians.

Description: A pale, middle aged white man with thinning brown hair. Very slim, almost skeletal body with little muscle. Usually wears comfortable clothes, although has been known to wear suits as well.
Powers: Can transfer his conciousness to computers and cyber space. His mind gains the processing power of whatever machine hosts his thoughts. Currently, his is housed in a super computer under DC, and has access to most of the internet, although his focus is mostly on protecting confidential files. When his body is damaged he can feel it while in this state, and can die if his body is killed.
Skills: Amazing with computers and programming, extremely intelligent, wonderful memory.
Equipment: Top notch laptop, body armor, protection detail

Brief History: Philip was one of the fore fathers of modern hacking. As a teenager he was obsessed with information, and spent all of his free time working on programs to assist him. Eventually he was arrested for his crimes, but was given a deal that he couldn't refuse. He now spends most of his life scouring the internet, finding secrets, and protecting those he's been tasked with.
Name: Carlos Herrera
Alias(s): Rocketman
Description: A tall and muscular young man, with dark, curly, close-cropped hair of Mexican descent. Uniform is a red and white skin tight jumpsuit. On the chest is a bright red R. His helmet voers his entire head, similar to the one from Daft Punk. It is also red and white. He has a birght, and often excuberant personality.
Powers: Invincible, Super speed flight. Uses his abilities to be an unstoppable human missile. He can move up to Mach 2 speeds, and sonic boom for a wide ranged attack. He often uses named moves. Lacks in strength, but makes up for it with large weighted gloves.
Skills: Skilled at hand to hand and aerial combat, very intelligent, physics student.
Equipment: Indestructable suit, weighted titanium gloves.

Alias(s): Royal
Description: Tall and pale with perpetual bags under his eyes. Dirty black hair which seems to be a mess at any given time, and very lazy. Costume is very low maintenance, consisting of a purple robe thrown over whatever he happens to be wearing, white gloves, and a venetian style porcelain mask, complete with porcealin crown.
Powers: Royal must use existing structures or contours to mark out a territory. Depending on the size of this area, his power will increase or decrease in power.
In this territory, Royal is King. He can create various rules which everyone in his territory must follow, including himself. If Royal is removed from his territory unwillingly, his territory collapses. Royal's powers can alter perception, how people move, and how powers can be used. For example, he can declare his territory fire-free, and thus take away a Meta's powers. He could also decide everything must move backwards, move slower than him, or for senses of left and right to be flipped. He does not need to say these rules out loud.
Skills: Very intelligent, adaptable, multilingual

Brief History: Jeoffrey was a wealthy student at a prestigious academy, who ran away after being yelled at by his parents and teacher. He was found by the SS, who were impressed by his drive and intelligence. They offered him a new home and prospects, bringing him into their program.

Alias(s): Vapor
Description: An auburn haired middle-aged woman. Tall with an athletic physique, she dresses very conservatively in private. Her costume is mostly white with navy blue highlights, and she wears a helmet and armor reminiscent of a Spartan, and carries a trident.
Powers: Can control and manipulate water vapor, bending the lines between solid and gas. She can create walls of mist capable of stopping bullets, or blades capable of rending steel. She is also able to use this as a sort of flight. Vapor can only use about 10 square yards at a given time, but has been known to fill battlefields under duress.
Also can sense mist outside of her control, and use it to sense out potential attacks.
Skills: Excellent at hand to hand combat, history major, some chemistry and physics studies.
Equipment: Trident, armor, water pouch under armor

Brief History: Audrey was one of the first experiments. Formerly an orphan, she had isolated herself following the death of her husband and had few friends. After being approached by a shadowy organization promising to pay her bills, she accepted to beign experimented on and got a lucky draw.All members of The Zoo were experiments of the SS before they broke free of their facility. All current members were part of a mass break out ten yeas ago, which was covered up. They have since fled and ran around Mexico, Arizona, and New Mexico, staying away from the Mojave and the SS. They have been training and working on their powers for the last ten years, and are all A Rank or above.
The SS recruited from all walks of life, and were sticklers for potential. Anyone with the motivation and would not be noticed were taken and experimented on. Depending on when they were abducted, they were all part of either the Second or Third rounds.
Second Round was the second stage of experimentation for the SS, and revolved around determining which mixtures produced which results.
Third Round revolved around finding complimentary mixtures and determining results before experimentation.

Description: Large, roughly seven feet tall and 350 pounds. Built like a bear, and just as hairy. Long, wild hair. Wears mostly flannel and jeans under his Zoo robes. Plastic Bull mask.
Powers: Invincibility. Cannot be harmed, only stunned or captured.
Mass manipulation. Can rapidly multiply or divide his weight. Can double or halve his weight every five seconds. He can also limit this to only one part of his body. However, he will never experience trouble moving his limbs from the weight, as this change only affects others.
Skills: Excellent hand to hand combatant, wilderness knowledge, high alchohol tolerance.
Equipment: Brass knuckles, rifle, satchel bag with canister of gasoline and lighter, bag with car battery and cables, bag full of caltrops.

Brief History: Bull was a middle aged man and a drunk before being arrested for the arson and murder of his wife and her lover. Was brought into the SS program following this, and was part of the second stage. After the break out he became a vital part of the group after getting them through the desert, and became fast friends with his partner, Horse.

Description: A medium height hispanic girl with long, thick hair. Full-figured without being fat, and with only a slight accent. Dresses in a conservative street style under her Zoo robes. Wears a porcelain fox mask.
Powers: Can steal the conciousness of a person with a touch. After stealing their concious the victim's body goes into a coma-like state, and their conciousness can communiate only with Fox. While in this state Fox can sift through the victim's thoughts and memories, gathering information. She can keep multiple people in this state, although more than three or four is taxing, as their voices and thoughts can overwhelm her.
Fox is also an empath, and can tell what those near her are feeling. She can often manipulate the emotions of others into following what she wants, and is an excellent manipulator.
Skills: Excellent communicator and interrogator, good hand to hand combatant and marksman, fluent in spanish

Description: Hawk is a medium-height African American with a somewhat muscular build. He wears glasses, and dresses conservatively in slacks and dress shirt. He's not outspoken, but will say his place when need be. Porcelain hawk mask.
Powers: Aerokinesis. Hawk possesses a powerful aerokinesis, that lets him bend and shape the winds. His pwoers enable him to fly and let loose powerful gusts or blades of wind capable of cutting through concrete. He can also create sound waves which disorient and confuse wide areas, although this can be harmful to his allies as well. He is also very fast, being athletic and is able to reduce air drag to a non-factor. however, impurities in the air can lessen his control. Smoke, steam, and other vapors are included in this.
He also has enhanced sight and hearing, and is at the peak of human condition.
Skills: Excellent at hand to hand combat, very intelligent, fast thinker, excellent aerial combatant.

Description: A white male, medium height with an athletic build. Close cropped sandy hair and narrow eyes. Has a small air compressor on his back, attached to a piston-like device on his left arm. His right arm has a tiny cannon that shoots bullet-like projectiles.Under his Zoo robes he wears kevlar and plastic armor, as well as close fitting jeans and sweater. Plastic Horse mask.
Powers: Horse is a kinetic energy manipulator. At any given time, he can imbue an area where he has complete control over kinetic energy, equal to roughly three cubic yards. In this area he can multiply or divide any kinetic energies, although once they leave this area they remain multiplied. He uses this in conjunction with his piston arm and gun to create shockwaves or penetrate defenses, respectively. His aura can also repel attacks which rely on kinetic energy.
Further, his aura does not need to stay directly on him. As long as he remains in contact with the aura, he can stretch or manipulate it in any way and still have complete control.
Skills: Excellent marksman, geology major, high school education
Equipment: Air compressor, piston and gun, knife, armor, grenade

It sounds pretty solid, Eden seems like a pretty good plot device. I'm not entirely sure their plan is possible, even with Eden to help uplift the population, but I like the concept behind it. Also, dig the [SPOILER].

I've said it a dozen times and I'll say it again. Metahuman artifacts are a bad idea. I don't get how it's possible of the metahuman powers are caused by some sort of virus, I'm pretty sure someone said they were a page or three back. There's no way you can convince me that it's a good idea.
The word artifact, "something made or given shape by man, such as a tool or a work of art." At least based off of that is a no go. Most of uses for Imply something of a historical meaning.
I'm also left wondering how an inorganic object can be infected, mutated, and changed by an organic virus of some sort. I have no knowledge of that ever happening but I'm open to the idea that I could be wrong.
Also where does it stop? We have a huge pool of characters to pull from you have already chosen two thag have hard light constructs and the ability to control shadows. That's two in one post. What's to stop me from say... Going to to get a knife or the like that was held by Anon a former member that disappeared who can telephone? There was also a dude that could manipulate gravity withing a few meters if himself. Roze could fly and do some energy shit. Eli is already an S class with one of or all of them he would be damn near unstoppable.
I can keep going on about this but Bee you are a CoGM. As such if you and everyone else wants to go this route I'll keep quite about it. I'd like to see Tates take on but like said we have always done things in a majority rules kinda way and I'll hold to that.
