I imagine the base being somewhat like the Triskelion. Massive building surrounded by an area of open ground with roads leading in but no buildings directly next to it. It would need to be in an area with a lot of space to accommodate the airstrip and ensure that no buildings are damaged by the aircraft. So yeah, kinda airporty.
