It seems the Pip-Boy's "quest" function is fluffed up to be a sort of memo taker for the player character. You get a job your character is planning on doing, so they record it in checklist format on their PipBoy under "quests".

It's sort of like a sci-fi journal, if you know what I'm getting at.

The where is he running to bit? i'd probably say towards the elavators or towards the regular living area. Whether or not she hears him is wholy up to EWillden, though given he's still on the schooling/diner floor, that may be unlikely.

My Hider

Name: Jerry Lowe
Age: 19
Gender: Male
Caste Ranking: Vault Citizen
Physical Description/Appearance: Jerry is extremely physically imposing, standing at seven foot one, weighing in at two hundred and eighty pounds, and almost entirely muscle, almost possible to mistake for a super mutant. However, it would be difficult to make that mistake given his pale, beige-ish flesh and the presence of thick brown hair on the top of his head, done up in a pompadour/quiff. His eyes are also far too colorful, a light blue in stark contrast to a mutant's pitch black. So I guess he WOULDN'T be mistakable for a mutant, really, aside from that size thing.

His clothes are similarly imposing, being a standard vault utility jumpsuit (the normal jumpsuits didn't quite stretch well enough) with the collar flipped up. His name is written on the inside back, in permanent marker. This is more for his convenience than for theft prevention.

Biography: Jerry was born to a maintenance technician and a diner worker. Not the most prestigious of beginnings, but a good stable home. Jerry's infancy and early childhood were smooth and easy, and things seemed to be going normally until he began schooling, when it became evident that something was very, very wrong. He did poorly in all subjects, even speech, which seemed to be stuck at a very early level. His parents hoped that this would simply work itself out, but it never did. The only thing he ever showed aptitude in was sports and physical education, something that made him useful to the Overseer: A dumb but reliable citizen, perfect for guard duty.

So it was that when Jerry took the GOAT, his scores seemed a bit... Off, showing far more thought put into the answers than had ever showed up on any of his previous work or examinations, as if someone else had done it for him. Of course, even if that were the case, nobody would ever admit so.

So, I guess Jerry Lowe's first order of business is to get to a safe area before the refugee lynch mobs find him, considering he's a filthy overseer-supporter. Should be fun!

I don't think the Refugees have even left the lower levels, so they wouldn't be at the overseer's office. Similarly, I think that the GM wants to control the plot/story, so you opening the Overseer's office would contrast with that.

Just my thoughts;; Evans will probably say something soon, here.

I mean, from what I can tell, the overseers have already been killed? The post doesn't say it directly, but... Sticky crimson liquid seems kinda likely to be blood. Overseer blood.

I'd avoid the Overseers Office.

It's been explained in @Vertical's post right before yours that the Overseers' Office is coated in delicious raspberry jam and entirely silent, evidently because of the surprise party they'll be holding there. Personally, I'd avoid stepping in that stuff. The main difference between getting into the office now and waiting until the Refs get in is largely negligible, beyond the size of the audience present for the delicious raspberry jam surprise party.
